site banned because of overoptimization

hello all

There is a site having excellent content and 450+ backlinks but despite it does not show up in the first 10 pages of yahoo but shows up #3 in google for the same exact keyword. Please tell me the way, if any, to check if a site is banned or booted from yahoo search engine and one more thing is it possible that the site was over optimized and yahoo is penalizing for that ?

yahoo gets impressed by on page factors like title tags, bold and overall content.They do consider back links but in a different way. Google is mainly links from relevant high PR sites.For eg if a site has 2000 links from low PR sites, they will appear higher in Yahoo but lower in Google.
