secure space needed?

Hello all,
We are looking for a space for a community where hearing books are offered but a guy DDoS us and send fake abuse mails to the server hoster or he send fake abuse mails to the Datacenter. So we wish to have a "secure" space for this community? Any recommendations please. Our budget is around $55.
