host for a non-commercial website

Hi guys,
I am looking for a host for a non-commercial environmental site with no ads and nothing to sell. It is written in simple html and doesn't use databases, feedback, or other advanced features. It gets about 200 visitors a day and uses about 400 megabytes per month bandwidth.

I'm looking for something less than $4/mo, pay with Paypal, automatic renewal of account after each year, access through cPanel or something similar, provides AwStats and Latest Visitors info etc.
Please recommend.
