database hosting advice?

Hi guys,
I am looking for a hosting server which can host the database in the forum where members can upload files. Can anyone recommend a hosting service where members can upload files upto 30mb within the forum? I am also looking for a hosting which is LINUX friendly as there have been some issues when using commands which effect security i.e. "/tmp" I get sql errors. My budget is upto $50 a month. Any suggestions plz!!
