ISP advice?

Hi everyone,
We’re are planning a new ISP and we have 8 class c and 90 machines to serve as dedicated servers etc. We want to get QoS and other tools to limit the traffic of each machine, also need a way 1:1 to assign the IPs to the DS and a VPN solution to avoid troubles between the clients.
Any suggestions/recommendations out there plz!
