Cool proof for IP blocking

hello mates
IMAGINE>>>>>>>I work for law enforcement in a small country and have received a complaint form a user, saying that his IP is blocked from a public institution which is illegal. Assume we do not have enough technical expertise, can you give any advice where to look for evidence of IP blocking?

Go to www.dnsstuff.com. Top Row, Center Column you will see Spam Database Lookup. You can do a search on your ip against many of the different blacklists out there. If your ip is blocked it is likely the institution or the ISP of this institution is subscibed to a spam blocking tool that utilizes one of these lists.

good replies but also keep in mind that the user, whose IPs are denied access is another public institution! So it's not a question of spam or attacks.
Any hint on what/ where to look for when granted access to servers, we can do it coz we have legal right.

The problem might not be spam or attacks in this case, but such can easily originate from the servers of public institutions.
A student could easily use his school's which is a public server to attempt to hack a government (public) server. It doesn't seem reasonable that it would be illegal for the webmaster of the *.gov server to block access from the *.edu server.

I partially agree with this. but according to Access to Public Sector Information Act in our country, the "rejected" party can file a formal complaint, which is then dealt within the appropriate institution, that needs to investigate the case. So my question remains, where/what to look for deny lists, scripts, anything else...?

There are certain things you can do to speculate whether or not the IP is blocked suich as connecting from a different IP but that's not going to give you any definitive answers.
What if his ISP doesn't want people visiting that particular site. Censoring is sometimes prevalent in smaller countries. I would guess more so in countries with laws forbidding the blocking of IP addresses and grant authority to law enforcement to demand access to systems and anything else they'd like to check.
