Does anyone know of a good site that has free templates that can be used for commercial use? I'm also wondering, for people that make their own templates, what programs do you use, and is there anyway that you can make a template without having tons of photo/editing software? Well I am sure you can find them on the net, just use google,

Now to make your own template you need to have an HTML website editor like Macromedia Dreamweaver, and adobe photoshop for making the template layout if you wish. But if you know basic HTML and could hand code them that would be fine too.

You do not need tons of image editing software you just need photoshop or fireworks and stick with them.
