cheap reseller advice!!

I need cheap reseller with features like Wildcarded DNS, 5 Gb space or higher, 70 Gb bandwidth or higher, detect ip, pay with bank transfer or visa card, that allow me to change php.ini file to increase the allow memory limit etc. My budget is below $10.
