blocking the use of bandwith??

i needed a reseller plans cost about $10 US a month. a host that provides a reseller account with the mentioned DS and BW for the price as mentioned. WItch provides us with cPanel and WHM. we looks for safety and would like to know if the host is able of blocking the use of bandwith after a certain ammount is reached? any one there with some reply?
