how to set user parameters?

Hello there,
Installing or configuring MySQL 5.0 I can only set a password. Using PHP & MySQL to connect to my database, I don't figure out what to set for the user parameter:
mysql_connect('localhost','USERNAME','password');
Someone here who can help me.
