Time change settings?

SET time = str_to_date("1:30pm","%h:%i%p")

Hi, wondering if anybodies heard of this new software and where I can get it, Mototools 6, which is supposed to unlock motorola mobile phones just with the IMEI, so you don't have to link your phone to your PC? Kind of new to this internet thing, PLEASE HELP!!!!!
