Renaming table/columns issue?

Hello members,
We cannot use ALTER TABLE or change column to rename a column when foreign keys depend on a column. But we can use ALTER TABLE or RENAME to rename the entire table, and ALL the foreign keys are updated. Can someone please tell me the reason behind this?

I believe for changing table name or the column name, it should be essentially the same process.
