how to transfer databases?

I need to transfer MySQL databases from one server to another but the old server only has .frm files. Any ideas or help would be great.

It looks as if the data is stored in InnoDB tables using it's shared table space. Use a dump program like mysqldump to dump the schema and data in the form of SQL statements.
