How do you optimize for MSN?

Hi all

I know it sounds very simple questions to many of the webmasters.. but usually what happens.. after some time when your are on top in MSN.. it'll throw you away suddenly ( the reason i know is we dont give them fresh content)

Theseare some of the tips

1. Keywords in Title
2. Keywords in H Tags
3. Anchor Text Links - preferably by the bucket load! (Sig links are acceptable and easiest to obtain)

Really, my rankings rarely fluctuate.

The only two times i've experienced any change was when:

1) I had an outage on my server which caused MSN to drop me for a couple of days.

2) When they had an algo change.
