is linkwizard.net good or bad?

Hello there,

I'm a newbie to seo but have been a web dev for 7 years now. I understand how to design and code a site but am totally new to getting links for myself and promoting my own sites.

I feel completely scared of link exchange programs, but wonder what you think of www.linkwizard.net? Seems they provide a technology that allows you to have links on any static html page of your partner automatically after his approval.
