What are the factors to consider a site as a link partners

Here's my list to consider a site to be a link partners:

1. Must be relevant to your site.
2. MFA and FFA are not a good link partners.
3. Stay away from drugs, gambling and adult related sites.

For me

The visibilty of the link on the page of the site assumes greater importance, I would not put link on already link crowded page.
