low PR of link pages

hi guys

I have been receiving a lot of requests for reciprocal links from sites that have a good page ranking but their link pages have no ranking at all. Most of the requests tell me they have already placed a link to me.
When I check the value of links to my site, very few of these high ranking sites show as such.
Should I be reciprocating or are they weakening my ranking?

thanx but what i am trying to ask is the websites wanting to link to me have a good page ranking except on their link pages where they rank as nil. Will this weaken my ranking if I link to them?

They are probably trying to catch you unaware hoping you don't understand page rank and will in good faith reciprocate links with them. i would certainly delete this requests.
A page rank 0 on the links page is an indicator that the page is not linked anywhere on the site and is a link dump OR that the links page is relatively new and hasn't been around long enough for a Google Toolbar PR export.
