DS at $69 or less?

hi all,
i am looking for a dedicated server for $69 or less.
It would need to have atleast 1 Ghz processer, 512 mb ram, 5 mbit port or better, Extra IPs can be purchased, and IRC Allowed.
any suggestion to follow plz!
