ODBC Drivers error '80004005'

Could someone advise why I am getting the following error

Microsoft OLE DB Provider for ODBC Drivers error '80004005'

[ATI][OpenRDA ODBC]RDA error: Resource not available - Unable to connect to data source

I would like to point out that immediately before getting the error it worked ok. I have been in it for over an hour opening and closing and all was well and then the above. I am working through a couple of issues and even though the site has crashed I was able to connect ok

Whilst writing this I have refreshed and it is now back. The site is not live yet can some explain why so when we go live this does not happen
