Personally, I find link partners through link exchange web sites, placing the links by hand and enter the URL where my partners link to me in my Surfwebtips link exchange account.

Surfwebtips automatically check my partners linking to me once a week. If I also know my partners email addresses I enter those as well and Surfwebtips automatically send them warning emails and a 'broken link exchange' repairing instruction when my partners no more link to me. If they stop linking to me I'm notified. It's a pretty cool service!
