Default switch mounting issue.

I got a 3Com Switch to mount. but it only comes with these two tiny elbow brackets. Am I supposed to use those brackets to “secure” it in place, but not hold it up?

I wishes put the switch at the top of the rack, but nothing is directly beneath to put the switch. am I supposed to set the switch directly on something else? Or am I supposed to put my own shelf in for this thing to sit on?
