The paid and free submission is for the Yahoo directory and you don't have to submit to it to get indexed and included in Yahoo search. You need to get plenty of inbound links. Yahoo also has a paid inclusion called site submit express. This is where you pay to have a certain amount of URLs crawled every 48 hrs.
