Default port speeds & cisco??

Hello there,
My few clients require port speeds higher than 10mbit up. I have been limiting them by auto negotiation 10mbit at the NIC card and switch port and that works great but i have some servers requiring 20mbit connections and requests from clients for port speeds b/w 10 and 100mbits my uplink provider feeds my switch from a cisco catalyst 4006 which we do not have admin access. So, how do other hosts reliably limit port speeds between 10mbit and 100mbit without a spending 10 grand on a router? the cisco 4006 has the ability to packet shape with the presence of a supervisor 4 card but i think packet shaping is only good to filter outbound traffic and the cost of the card is about 3 grand which is in my price range ...but will the cisco catalyst 4006 serve the purpose here?
